For the selection of applicants and the allocation of study places in Bachelor's degree programs (two subjects), places are allocated after deduction of so-called  preliminary quotas:

  • 80% according to an internal university selection procedure
  • 20% according to  waiting time

Internal university selection procedure

In the internal university selection procedure, the determination of the procedural grade is based on

  • 60% on the result of the higher education entrance qualification (HZB) and
  • 20% each according to the best grades of the last four school semesters in two subject-related subjects as stated in the HZB

Priority quotas always form the

  • Quota for foreign students from non-EU countries (5%)
  •  Exceptional case quota (2%)
  •  Second degree quota (3%)
  • Quota for applicants corresponding to their professional specialization: The amount of this quota depends on the proportion of students in the applications, but may not exceed 10% of the study spots to be allocated.

20% of the remaining study spots after deduction of the priority quotas are allocated according to waiting time. The time between A-levels and university entrance are recognized as waiting periods. These are determined during the application process based on the relevant information provided by applicants in the application portal and are automatically taken into account.

The final grade is not improved by the accumulation of waiting time. By collecting waiting time, however, you improve your chances of being admitted within the waiting time quota. However, no more than 7 semesters will be taken into account.

There is also no waiting list for future procedures. In order to be admitted in the following year after a rejection in the previous year, you must re-apply.

Just like the internal university selection procedure (procedural grade), the  selection limits for the waiting time quota are set anew in each application procedure. Previous year's figures can therefore only serve as a rough guide.

Higher Semester

General Priciples

If admission to undergraduate degree programs is restricted this applies to the first and higher semesters. Spots in a higher semester can only be allocated within the scope of available capacity. The decisive factor here is whether the spots to be made available in accordance with the current Admission Numbers Ordinance are (still) occupied in the respective higher semester.

If spots are available, the valid applications are selected in the following order:

  1. Applicants for whom the rejection of admission for personal reasons would mean particular  exception;
  2. Applicants who are enrolled in the same degree program at the university for a partial study spot;
  3. Applicants who are or were enrolled in the same degree program at another German university, a university in another member state of the European Union or another contracting state of the Agreement on the European Economic Area (transfer students in the same degree program);
  4. Applicants who are or were enrolled at a foreign university in the same degree program with German citizenship or who are treated as equivalent in terms of admission;
  5. Applicants who have been admitted to the first semester of the same degree program and can be placed in a higher semester (upgrading);
  6. Applicants who claim other reasons:
    Applicants changing degree programs or lateral entrants with a placement recommendation

Within the above-mentioned case groups, in the event of equal ranking, the social reasons, in particular family and economic reasons, which are decisive for the choice of location, then the average grade of the higher education entrance qualification and then the exact ranking is determined by lottery.

Applicants for only one subject in the higher semester in Bachelor's degree programs (two subjects): Please note that you must apply in parallel for the second subject with restricted admission for the first semester and thus take part in the regular selection procedure.

Form : Classification recommendation

Once you have been admitted, you must submit a  placement recommendation (PDF, 129 kB) for enrolment. This will be completed by the responsible office in the school. Please refer to your letter of admission for more details.

Urgent recommendation!
Before transferring to Osnabrück University, please  contact the respective academic advisors/deans of studies to clarify which achievements can be credited and whether the practical entry into the higher semester is possible without any problems or loss of time.
