First State Examination in Law [Staatsexamen] - admission restricted

Admission to the First State Examination in Law [Staatsexamen] at Osnabrück University is restricted, as demand exceeds the number of study spots available and not all applicants can be offered a place due to a lack of capacity.

For orientation, it is worth taking a look at the  selection limits of recent years. These selection limits are the result of the existing admission restrictions and reflect the rankings up to which applicants could be offered a place.

The admission restriction also applies to higher semesters.

The application periods are basically the same - however, the application modalities and selection criteria differ, which are shown below for each semester.

First Semester

Application Modalities

The "Foundation for University Admission" coordinates the allocation of study places for the first semester of the undergraduate degree course First State Examination in Law [Staatsexamen] and thus helps to avoid vacant study places. The  Hochschulstart.de website provides a wealth of information and FAQs on this type of allocation procedure.

A brief summary of the key points!

If you are interested in studying in the first semester of the undergraduate degree program First State Examination in Law [Staatsexamen], you must  register via Hochschulstart. To register, you must enter your personal data. A BID (applicant ID) and a BAN (applicant authentication number) are then generated, which must then be entered for the application via the  university's application portal. Conversely, this means that you can only submit your application via the Osnabrück University application portal once you have successfully registered with Hochschulstart.de. Please note:

Multiple registrations via Hochschulstart.de are not permitted. If multiple registrations are made, only the applications from the last registration will be sent to the universities. All previous multiple registrations will be deleted along with all applications belonging to them and will not be included in the further procedure. A deletion cannot be reversed.

Please be sure to prioritize your submitted applications at Hochschulstart!
In the admission procedure, you will only ever receive the admission offer from the university with the highest priority - i.e. admission offers with a lower priority are immediately forfeited as soon as an offer with a higher priority is received.

The application, admission and enrollment procedure at Osnabrück University is generally carried out electronically. Required documents must therefore be uploaded to the university's application portal in PDF format within the respective deadlines. We would like to point out at this point that Osnabrück University reserves the right to randomly check uploaded documents and to have the original document or a verified document presented.

No special admission requirements are necessary.

Underage Applicants

Applicants who are not yet an adult must submit a  declaration of consent (PDF, 16.07 kB) with their application.

If you have submitted your application within the above-mentioned  application period in the  Osnabrück University application portal and uploaded the application documents there, the staff in the Admissions Office of the University will check your application/documents for completeness, among other things. They will also check whether you meet the admission requirements for the First State Examination in Law [Staatsexamen].

Only if the overall result of the examination is positive will a formal  allocation procedure follow.

As soon as you have been admitted to the Osnabrück University, this will be displayed in the Osnabrück University application portal as a status change ("Admission offer available"). We therefore recommend that you always keep an eye on the status of your application in the application portal. If you have given your consent, you will receive the formal letter of admission electronically via the Osnabrück University application portal. The application portal also contains information and notes on this. We strongly recommend that you not only keep an eye on the status of your application in the application portal and your inbox there, but also keep an eye on your email inbox. To be on the safe side, always check your spam folder.

If your application has reached the status "offer of admission has been made" and you wish to accept the place, this is also done exclusively electronically via the  Osnabrück University application portal. You no longer need to submit any documents by post, but must upload them to the application portal in PDF format within the acceptance and enrollment deadline set in the letter of admission. Osnabrück University reserves the right to randomly check uploaded documents and to request the original document or a verified document.

Don't forget to actually accept the place via the portal!

Once you have accepted the place, completed the enrollment application and uploaded the required documents, the information and documents you have provided will be checked for completeness. You will not be enrolled until this check is also positive overall and you will be notified of this as a change of status ("Enrolled").
You will then receive a welcome letter via the Osnabrück University portal with further information and instructions for your studies, including how to set up your access to myuos.uni-osnabrueck.de, how to re-register for the next semester and how to use your e-mail address and Campuscard. Please make sure that you complete setting up your access within 14 days of receiving the welcome letter.

What deadlines apply when applying for a first semester place on the First State Examination in Law course at Osnabrück University?

If your  registration at Hochschulstart was successful, you can apply for a study place in the first semester of a degree program with restricted admission via the  application portal of Osnabrück University from 2 May up to and including 15 July (cut-off deadline) .

Please note that if you apply for the First State Examination in Law [Staatsexamen], you cannot apply for any other Bachelor's degree program with restricted admission at Osnabrück University in the first semester.

Can a preferred university be specified?

You can only apply to Osnabrück University for one place on a restricted-admission degree program - however, you can apply to up to twelve universities for the same degree program via Hochschulstart. After submitting your application, you can view the status of these applications in the Hochschulstart application portal and prioritize them according to your personal preferences. The best possible admission (option) is determined during the subsequent  coordination phase by Hochschulstart.
The selected  prioritization plays a decisive role here: due to the dynamic nature of the process, lower-priority offers are not retained, but are eliminated as soon as a higher-priority offer is possible. In short: If you receive an admission offer from a university that you have prioritized higher than all others in the applicant portal, all lower-priority offers will be eliminated.

Urgent recommendation!
Study requests should therefore be checked again in the Hochschulstart application portal by the deadline indicated there and then finally placed in the order of priority actually favored.

Who receives which data/information in the Hochschulstart procedure?

Hochschulstart.de processes selected data received by Osnabrück University. The employees of Osnabrück University only have access to applications sent to Osnabrück University, but not to applications sent to other universities. Data security is guaranteed at all times. Higher Semester

Places in a higher semester can only be allocated within the scope of available capacity. The decisive factor here is whether the places to be made available in accordance with the current Admissions Regulations are (still) occupied in the higher semester.

Please note that in the case of a valid application, you can only be enrolled in the higher semester applied for if the office responsible for you issues a corresponding placement recommendation and you submit this to the Admissions Office. You will receive information on where to obtain the placement recommendation in your letter of admission - the placement recommendation is therefore not yet required for the application.

Before transferring to Osnabrück University, please  contact the respective academic advisors/deans of studies to clarify which achievements can be credited and whether practical entry into the higher semester is possible without any problems or loss of time.
